Proposed Charter Amendment – New Section 7, Article X
ARTICLE X, SECTION 7.
HUMAN LIFE DEFINED, RIGHTS, DEFENDED AND ENFORCEMENT
A) DEFINED. WE THE PEOPLE of Rocky River
declare: the word ‘person’ shall apply
to all human beings at all stages of
biological development from conception
and ending in natural death.
B) RIGHTS. We further hold these truths to be
self-evident, that all persons are
created equal, that they are endowed by
their Creator with certain inalienable
Rights that among these are the Right to
Life, that is, the Right to not have
one’s life taken from them.
C) DEFENDED. Therefore, the Government of the
City of Rocky River shall recognize and
defend the God-given Right to Life of
all persons equally in accordance with
all the Laws of the Governments of the
United States, State of Ohio and City of
Rocky River.
D) ENFORCEMENT. On the date this section becomes effective
and occurring no more than sixty (60)
calendar days later, (1.) Council shall
adopt and codify 'laws' for the City of
Rocky River to defend and protect all
person(s) lives as defined in this
section including but not limited to the
lives of unborn babies in Rocky River,
(2.) prosecute abortions as murder in
the same manner of a born person, (3.)
and Council shall adopt and codify
criminal penalties for the person(s) who
do not implement and or who do not
follow this section of charter law.
E)
All ordinances, resolutions, proclamations, motions and
Charter provisions inconsistent with
this section are hereby repealed and
declared null and void.
F) This section’s subparts shall be severable and if any part,
word or application thereof is held
invalid for any reason, such holding
shall not invalidate or affect the force
and effect of any other part, word or
application thereof.
G) DEFINITIONS. As used in this section:
(1.) "Person" means
all human beings at all stages of biological
development from conception and ending
in natural death.
(2.) "The City" means the Municipal Corporation of the City
of Rocky River,
of the County of Cuyahoga and of the State of Ohio.
(3.) "Council"
means the Elected
Body that passes legislation for the
Municipal Corporation of the City of
Rocky River, of the County of Cuyahoga
and of the State of Ohio.
